In Emacs, [[Face]]s can vary from one [[Frame]] to another.  In XEmacs, faces can vary by [[Buffer]], [[Window]], frame, etc.  In this aspect, XEmacs is more powerful.  ColorThemes supports installation of a theme (basically a long list of face specifications) on a per-frame basis.
